Fully executed in ink and dated March 2, 1863. Upper portion is ornately designed with a central portrait of Christopher G. Memminger, Secretary Of The Treasury, of the Confederate States Of America, and it describes the terms of the loan. The bottom third is comprised of 11 printed coupons, 10 of which are designated with a $20 value. Each is dated and signed by E. S. Read. One horizontal and 3 vertical folds, with some light soiling to blank edges of document.
