8" x 10" letter typed on United States Senate letterhead and dated January 19th, 1891. The letter is to Mr. S. LeGardeur, New Orleans, Louisiana, and advises that his letter of January 10th has been received and he will "make some advance towards the passage of the Cusimano Bill, but as you are aware the fight over the Federal Elections Bill has entirely upset legislation here, and I fear it will be very difficult to pass any claims, but I shall do what I can." Gibson had a distinguished Civil War battle record, and later in 1872 was elected to Congress as a Democrat. In 1883, he was sent to the United States Senate and was re-elected in 1888. He may fairly be said to have been the father of the policy for the improvement of the Mississippi River, which he originated and had consistently advocated and successfully guided. As a member of the Ways and Means committee he steadily advocated moderate measures of revenue reform, and resisted alike the extreme protectionists and the free-traders. Also, under his auspices Tulane University was founded. The letter is signed in ink as R. L. Gibson. Neat fold creases else very good.
